Developer Larry Silverstein announced plans today to build the tallest residential building in New York at 99 Church St., just two blocks from the former World Trade Center site. The 80-story limestone building, designed by architect Robert A.M. Stern, will contain 143 luxury condominiums and a Four Seasons Hotel. The hotel will occupy the first 22 floors of the structure and consist of 175 rooms. The building will be completed in 2010, Mr. Silverstein said. The hotel lobby will be on Barclay
